Why isn't my home phone working?

My phone doesn't have a dial tone.
If your handset does not have a dial tone, here are a few things to check:
- Is your phone handset powered on? If there are no lights on or power to the handset, please try another power outlet.
- The phone cable connecting your phone handset to the phone jack is correctly connected. Unplug/replug both ends of the phone cable (the end connected to the phone handset and the end connected to the phone jack).
- Try another phone handset. Your phone handset may be defective.
My calls are going straight to voicemail.
We suggest ensuring the following:
- Your phone line does not have call forwarding or do not disturb enabled. To disable call forwarding enter *73 on your handset. To disable do not disturb enter *79.
- The phone cable connecting your phone handset to the phone jack is correctly connected. Unplug/replug both ends of the phone cable (the end connected to the phone handset and the end connected to the phone jack).
- Is your phone handset powered on? If there are no lights on or power to the handset, please try another power outlet.
- Try another phone handset. Your phone handset may be defective.
I'm unable to receive calls (in), but I'm able to make phone calls (out).
